Verify command implementation.

Accepts verifiers as:

ur:prvkeys (PrivateKeyBase)
ur:crypto-pubkeys (PublicKeys)
ur:signing-private-key (SigningPrivateKey)
ur:signing-public-key (SigningPublicKey)
ur:envelope (envelope-wrapped key, extracts subject)
